They don’t. They shoot to stop the action. It’s a myth that anyone can – especially in an adrenaline-charged situation – control their aim so well as to “shoot to kill”, or “shoot to wing”, or the ever popular “shoot the gun out of their hand”. It just can’t be done by most mere mortal humans. I always qualified in the high 90% range but had I ever been forced to fire in a real situation (which, fortunately, neither I nor most other officers are ever called upon to do in their careers) I would have hoped to simply stop the bad action without any good guys, including myself, shot or hurt. You shoot to stop the action and hope your training is good enough that you’re successful at that.
Tracy says, “Let’s make a break for it,” which implies some sort of retreat and regroup. So who’s firing the shots? Tracy and Sam as they are running? Or did Clybourne switch sides? Or did Blackjack decide to show up and offer some assistance?
Now as soon as they rescue Zelda, now that she doesn’t have to make that dive in very unfavorable surrounding, thee action will be stopped, as Pat comes to relieve Tracy, and, Sam of their weapons, as our two heroes go off on administrative leave, while the civilian review authority investigates the shooting, and, Splitface goes back to the mental health facility he escape from, (after being treated at the county jail medical facility.)
Looks to me as though Splitface has been hit in his right arm (bicep area) and grazed at his left shoulder. Those two wounds should end his gunfighting for now, though they may not put him down for long, if at all: hyped up on adrenaline, he may not feel the pain immediately, though blood loss should slow him considerably. Assuming Tracy and Sam move in quickly, they can arrest Splitface, call for paramedics, and get Zelda safely down from the dive tower, all tomorrow….
