to continue with the Star Trek concept, one of the answers to the Fermi paradox IS “the galactic nature preserve” where all species capable of interstellar travel avoid revealing themselves to lesser advanced races like ours. Of course, if they’re that advanced they’re not likely to go on joyrides through our planet’s atmosphere in their space hot-rods. The only real way to test this answer is to actually develop interstellar technology and see if someone comes out to congratulate us.

We may be unable to discern when we are seeing advanced technology way beyond out own. There is also the concept of the “Dark Forest” where the paranoia of other beings in fear of attracting some war-like race will exterminate them should they be discovered.
