Of course, even a one-toothed fatcat knows that prohibitions are counter-productive. Laws against things (rather than regulations) never work. You can’t make “stuff” illegal, because stuff exists without recourse to your laws and someone will always find a way to monetize it, regardless.

Behaviors can be made illegal – don’t drive intoxicated, don’t kill people, don’t run naked through the park screaming at trees … (forget that last one, it was in college and they never caught me); but you can’t successfully eliminate a substance with a law.
