I built a shallow splash pond for the wild birds and lined it with the thickest and toughest plastic I could find. Two layers. The raccoons destroyed it half a dozen times before I filled the hole and bought a ground level bird bath. Now, I just have to deal with algae and keeping it filled.

I’ve gone through so many inexpensive thin plastic pools with my dogs. I now have a Rubbermaid watering trough. Holding up great!
