Behner is not tanned - artificial or otherwise. He has a dark complexion, as does much of the world population. Imagine the uproar if someone suggested that Obama lose his “tan”.
An article on Boehner in Time magazine had a photo of him as a young boy with his large family. SG is right: Boehners’s just dark-complected.
