If he really wants to be a Super Villain, what he should do is convince an established political party the he was one of them all along and wrest control of that party in order to become head of that party’s country. Once that happens he can go behind the scenes to undermine that country’s world standing and alliances allowing the sworn enemy of that country to establish itself as once again a world power while at the same time enriching himself by grifting both the government and his followers into funneling millions of dollars to uplift his failing businesses…nah, never mind, that could never happen.

I don’t think Negato’s heart is into being a villain anymore. Maybe he should try the hero gig for a while.
