Jack Vance wrote a science fiction trilogy set on a planet where everyone wore an exploding necklace that would be triggered remotely by the government in case of “incorrect” thoughts or actions.

What was that movie where they convicted folks for the future crimes they were going to commit? Minority Report maybe? Pretty sure that was out when Dunlap drew this arc back in 2009.
