The cigarillos are not the only things that have been extinguished. The Howells sleep with the fishes. Still, Tracy is ever the pro and calls for the proper assistance just in case. The third panel is especially Gouldian. The snowflakes fall, as did the Howells.
Tracy’s waxing philosophical pretty much puts the seal to this arc. The divers, we can presume, will find the station wagon with two lifeless bodies in it.
Aside from Frisk’s miscolored hair, today’s art is good, not least the noir-ish touches….

There is actually an Angel Bluff northwest of Chicago, but it’s just east of the Mississippi River, not on the coast.
It does look like a bridge to me now.
