Wally isn’t just a dog, he is also a pig.
Maybe Oogie asked him to bring the bowl because he also wants to eat. Or maybe he’s just considerate enough to feel if he eats so should Oogie.
Wally has been practicing at Shuffleboard.
Here’s another take..Wally is saying he is going to eat OOGIE if he doesn’t get fed pretty soon.

True story. I can attest to the fact that the dog would like to eat the cat’s food.
