The bad throw was the cause of the contact, not the runner. The rule needs to be expanded to make it clear that it only applies if it affects the game.
Get rid of replay reviews in all sports. Umpire judgement should be the final ruling. Society suffers because we are becoming people who can’t tolerate any slight uncertainty and refuse to accept human judgement with its possible error.
Bring “What are ya, blind, ump?” back to baseball.
