Buzzards will not eat their own kind

He wants to see if it’s all rot to eat.

Vultures do not possess the powerful bites of raptors and so cannot just tear a piece off to eat. So they sometimes wait until the carcass has “seasoned” a bit to soften or start up existing openings. That could lead to a very rude awakening.
