The way I see it, Louie could have done much worse.
Louie was doing what boy dogs do.
Male dogs pee where ever the odor is right. The sharks must be emanating a pissable odor for Louie.

Actually, it can be a sign of respect. Peeing is dogs’ most eloquent means of communication.
