I hate to say it, but Fred should be on a leash.

Out in the country there are more incidents of sheep worrying these days as more ppl are taking dogs out further afield and letting them off the leash, the farmers have the right to shoot the dog if caught, keep them on a leash…

Fred’s not stubborn, he’s disobedient. Same result though.

The only place I’ve lived where dogs ran free was in farm country. It was legal to shoot dogs that were harassing livestock, so the survivors were well-behaved.

I just looked up the regulations in Comic Land, and it’s legal for a dog to be off-leash there.
