Oregon has public beach access, and “sneaker waves”, some with runaway logs. It ain’t just “social distance” that’s stupid here. Darwin Awards are commonly handed out.
Reminds me of a couple here that have a beachfront cottage at a public beach and insisted that they owned the property right down to the water. (they don’t; no one does in that area) They’d keep pestering the police about people that had the audacity to walk on “their” sand and even built a fence down to the water, blocking a section of the beach. The police would’ve made them remove it, but people burned and tore it down before then. What a mess! :p
That not a joke. In MAINE it’s public from the high tide line to the waters edge. Been that way since Mid 1700s. Yet people with to much money and time keep sueing the state. We only have less than 22 miles of sand beach.

That’s how they invented the swimming pool.

Well, it’s the land/sand part, not the water, that’s private. And in Oregon at least, you cannot own the beach.

Ask the public pool people how they do it with the pee and non-pee sections.

It’s a bit like the olden days when everything in the kingdom was owned by the king.

A better question is , "How do we keep the private water separate from the nuclear plant’s heavy water?

Declare it to all be your own private water!

I’d say the best bet (tho no guarantee) for private water is a bathtub.
