Simply Linus’s way of resigning himself to his big sister’s mercy, and the fate of his snowman-whatever will be, will be. He knows darn well that if she decides to destroy it(in cold blood, NO LESS), SO BE IT-there will be NOTHING he can do about it. This also seems to be her way of “toying with him or his feelings,” by even challenging him to be ready to fight her, lest worst case scenario she does indeed decide to destroy the snowman he just worked so hard to make. But when he comes right out and admits he cannot possibly stop her from doing so, that’s when it’s her turn to admit defeat, as seen in next to last panel, when she turns and leaves him alone.

Smart kid. He knows his sister craves a reaction, so he starves her of one.
