    Because the state and the feds keep changing their minds about whether to fund the schools. Without that information, the schools can’t do anything with their budgets.

    ^The state and fed also keeps changing the rules about what the schools are supposed to be doing - unfunded mandates, anyone?

    But for a school district to have $12 billion budget gap means that is one HECK of a large school district with a phenomenal budget. Either that, or they found someone to loan them ridiculous amounts of money….
