It is instinct. Dogs (wolves, coyotes, etc.) hunt by chasing down their food. They tend to hoard food, either buried or eaten in excess, to have energy when the next meal has to be chased.
Cats, on the other hand, are ambushers. They tend to leave unneeded food (interpreted as finicky) because it doesn’t take that much energy to drop onto something walking by.
