Yes, the other woman (besides Liberty and Justice) could be Mother Nature or Peace or Wisdom (as she is portrayed in the Bible as well as Greek mythology!)
Lady Justice is often depicted sitting (enthroned, actually), but Lady Liberty must be glad to get off her feet for a change…
If you opened a door and saw that, would you shut it slowly and run, or slam it fast and run?
…oh, and Lady Liberty (and Justice, for that matter) has a pretty good understanding of racism and refugees.
