It’s even worse than that. The people who are absolutely, positively 100% sure they are right are almost always wrong. Their confidence comes from doing hardly any research. They certainly didn’t check both sides of the issue. They got a fact or two and decided that’s all they need. They are so ignorant that they don’t know what’s wrong with their plan. So they talk about it with great confidence.
By contrast, the people who do extensive research understand that problems are often complex, without easy answers. They make suggestions but understand that there are drawbacks to any plan. That makes them sound less confident.

After I write comments, I go back and edit out the hedging words, and they always read much better.
