It seems to be a variation of the concept of Dane Gold. Maybe the guilty can come up with enough money to pay for murder. Of course, we kind of have that concept in use. Instead of paying the judicial system, we pay high priced lawyers with no conscience.
In older days, the rich could pay somebody to take their place in the military… or use their affluence to get assigned a cushy rank far away from any combat zone… or at least get to bring a slave (oops, “servant”) whose job was primarily to protect him…
