I’ve never gotten a passport, but aren’t there some rather precise rules specifying not only how the photos are taken, but who’s permitted to take them?
Neutral facial expression required for both Pport and DL. I had to get both taken the same year once, and I looked like Whitey Bulger, the murdered-in-prison ex-mob boss from South Boston.

For a Driver’s License photo you should try to look innocent as it is likely that the only one looking at it will be the cop that pulled you over.
