The city of Santa Clara has been in a long term fight with the York family and franchise management over stadium rent and payments to the city. Santa Clara county is the one who ruled “no contact sports”, which is why the 49ers are playing in Phoenix.
A thought: Was Kezar Stadium ever considered? It’s been rebuilt/reconfigured to seat 10,000 (with no fans allowed, how many seats do you really need?) and is still used for prep football and other sports. The Niners spent their first 25 years at Kezar and they actually practiced there in 2016, there’s room for temporary pressbox and locker room expansions plus it IS in San Francisco.
Of course Kezar would be far from perfect, but so is having to fly 650 miles to play “home” games in Phoenix.
