Goats do climb in trees, but this has become a tourist attraction and some of those people tie their goats in the trees and demand money if a tourist stops to take a picture.
I used to work at the NASA Langley Research Center which we shared with USAF Langley Field. The big storage tanks for airplane fuel was surrounded by a tall fence with a family of goats inside to keep the grass trimmed…worked like a charm.
