Is it really stealing if the Lost and Found person gave them the items? The owners lost the items and the L&F took possession of them so the kids didn’t take them from their original owners. The kids could argue that once the L&F person gave them the items, they then belonged to the kids and not to the original owners any more.
Also, apparently not a single one of the kids who lost the items ever came to Lost and Found to find them. if they had the L&F person would have realized that they had been claimed by someone who didn’t own them. So these kids could also argue that obviously the original owners didn’t want the items and they would have been discarded anyway.
