I recall that, “back in the day” in Florida, when I got my learner’s permit at 14, the restrictions were “with a licensed driver, but not at night”. Unrestricted license at 16 upon passing a written and closed course driving test.

Start in a parking lot and move on to neighborhood roads, then to secondary, less-traveled roads. And NOT with a “kid” who just got HIS license. I think someone above stated the other driver must be 25+. I think that’s right.
