If the rules allow for a way to modify them during the course of play, then Carl has a valid point. That said, most board games don’t permit it.
The Constitution not only provides for an amendment process, it also empowers the courts to arbitrate any disputes over the rules. Equating this somehow to cheating at a game seems like a bad comparison.
Is this comic trying to imply that the founding fathers were wrong and created an imperfect document? And if it’s imperfect, doesn’t it make sense that it should be amended or clarified when necessary?
Or are they trying to say that the original document was perfect as written, like commandments carved into stone, and every amendment is invalid? In which case, why include an amendment process and court system at all? Doesn’t that then create an imperfection?

Since the Air Force was created from the Army Air Corps I would say yes.
