Introduce yourself to the dog and give him something to eat and come regularly so he likes you and knows you live next door and might stop barking. Dogs bark at unfamiliar things and for territory. Remove these elements and they calm down.

In our case, we bought our house 40+ years ago just because it was on the school bus route, and the bus would stop in front of our house, and we didn’t have to stand in the cold or the rain on some corner closest to the route. Our one next door neighbor is still the same, but on the other side, and at the back, the houses changed hands countless times…
My neighbor has 2 german shepherds that bark at everyone except for me. Why you ask? Because when she first got them, I went over and introduced myself to the dogs (with my neighbor present of course). I pet them through the fence so they knew I lived there (with my neighbor present of course). And now I can pet them through the fence regardless if anyone is present or not because…..wait for it……they know me and they know I live there. They are sweet dogs and do nothing but wiggle their butts when they see me. It also helps that I get along with my neighbor really well. We have a dog now that is about the same size and the dogs all get along well also. Sometimes it takes something from both parties to keep the peace.
Barking dogs are no joke if they’re causing sleep deprivation and making one’s home uninhabitable. I respect for Lynn Johnston for shining some light on a serious problem.
You can make friends with some dogs and their owners, but not all of them.

To me, it seems the owners do not want the dog or he would be indoors, so offer to buy the dog give him a good home and all will end well.

Buy yourself a nice Golden Retrievor. He just lonesome for a friend. That dont work, move to another neighborhood with no dogs.
