It is not abuse, except to a liberal who wants to control our world. The most you could get out of a phone would be a mild tingle. If you use a real cattle prod, the voltage is high but the amperage is low. That means you get a ZAP but no damage. When I was a teenager in the 1960’s a friend and I chased each other around a farm supply store with those things. We got zapped several times, which will make you yelp, but won’t even show a mark on the skin.
