loiter [ loi-ter ]verb (used without object)to linger aimlessly or as if aimless in or about a place:to move in a slow, idle manner, making purposeless stops in the course of a trip, journey, errand, etc.:to waste time or dawdle over work:verb (used with object)to pass (time) in an idle or aimless manner (usually followed by away):to loiter away the afternoon in daydreaming.
One of my favorite signs I’ve seen is “No Standing”. It was in a small parking lot with limited parking. It meant no temporary parking while waiting for a parking spot to open up.
Loitering: To stand or wait around idly or without apparent purpose. Loitering: Can be breach of a law or rule; (an illegal act) When it is associated with the intent to commit an indictable offence – such as drug dealing or burglary for example.
A funny story my uncle a retired North Carolina Trooper told me. Saw this driver entering the freeway just yelling out his window….RIGHT OF WAY! RIGHT OF WAY! Concerned he stopped the driver to check his condition. The driver explained he was doing what the sign said to do. Yield Right of Way….so he was yelling Right of Way to comply with the sign. I had one stop on a two way road for no reason….the sign on the curb said Do Not Pass.

And why it should be there in the first place, and what’s so important that you need to be moved on?

The correct response to that sign is to add a “T” after the first word.

It could be construed as loitering to stand there and pound the sign into the ground.
