Ok i know them all except the talking penguin with the bow tie. Only character I can place matching that description is Chilly Willy, but as far as i know he was animation only, not a comics character.
Do you think you saw Archie Andrews being chased up a tree, Bear? Below the tree is Veronica Lodge and Betty Cooper. Ronnie was waving a umbrella towards Archie. And Betty was waving a large skillet. Veronica opened her front door and saw Archie kissing Betty on her stoop. Fifi her white poodle has a bouquet of red and white roses in her mouth. The flowers meant for Betty, but the flowers fell out her hand while having a smooching match with Betty.When Archie saw Ronnie in the corner of his eye, he sprinted down the street. Betty and Veronica was on his heels. That is really funny to me.
