It’s not Bill. Wrong hairdo. The hood ornament is an unwilling hitchhiker. I also think the Herbert Hoover ad is forshadowing the upcoming disaster.

I believe the guy on hood is his dates father. Reflecting further it’s the car owners desperate attempt to save his vintage car.
