Lack of dispersal, really. The thinking should be distributed over a wider area, in a deeper thermal envelope and proceed much further. It’s the cold reception to new thinking that results in the force being destructive.
I think the problem is that from most people nowadays the best you can hope for is brain-chance of intermittent showers
