Speaking as someone who has been a starter myself, I can tell you this happens. My school-supplied starter gun tended to jam and not fire a LOT! If it was the start of a race, I would say, “Starters up”, reload, and we’d all try again. If it was the gun lap of a distance race, I would just shout “BANG” real loud. Unlike this guy, the school also provided lots of ammo, and I never had to leave a race to go get more!
