At first I thought it was a typo, so I looked it up. Stoep is a word, but it’s not being used correctly here. It’s a raised veranda in South Africa in the front of a house “on which you sit and watch the world go by”. … but it’s still pronounced “stoop”.

Regional Note: Originally brought to the Hudson Valley of New York by settlers from the Netherlands, a few items of Dutch vocabulary have survived there from colonial times until the present. Where I grew up (suburban NJ), stoop and porch could be used interchangeably, but stoop was more common if there was only enough room to open the door and step inside, whereas if it was large enough to put out chairs and sit, it was likely a porch.
My god not only do some readers re-educate me, but they educate every body else. I am stun that this toon site has so many educated readers. Can’t begin to imagine why Gary prefers the South African idiom rather than the simple American English “stoop,” which means the same thing. Did he spend a hidden century or two terrorizing Afrikaners before emigrating to America?

Both are correct. I would imagine that Gary, a 700 year-old vampire, may be thinking of the original Dutch term when referring to his front step.
As for the gag, once again, Leopold has “stooped” to belittling Gary unprovoked.
