What’s up with the second silhouette from the right? S/He looks like s/he’s wearing an overcoat that’s getting some severe wind, but no one else in the panel is feeling it.

I’ve watched my wife playing some games on her phone and I just don’t see the appeal
Then again, my only device is a tablet and mostly I just use it to read comics
