If it’s an annual thing, you would figure that the fence owner would have taken some sort of preventative steps to make sure that the thieves are thwarted!
where i live the prevailing wind blows across the front of my house. it plays havoc with garlands. i stopped putting it on the garage because it kept being blown off. even tied to a lamp post it gets whipped around.

Mum used to decorate the porch with autumn decorations that included ears of “Indian corn.”
She got very consternated with the squirrels taking them, I just told her squirrels have to eat too, you know.
