Not sure what the rules/standards were 30 years ago, had other things to worry about back then, but that sort of attire was just starting to appear in the female general public when I was in the last year of HS, the challenge for the HS girls was, since Slacks and shorts were outright banned and could reward with expulsion from the Public Schools, could they get through the entire day wearing culottes. The local Catholic girls had even tighter restrictions. The kind of thing Candice is wearing was not seen in schools, only on customers when I went to work. No allowed in any thing close to that for office women at the time.
LOL! Reminds me of a time when a girl wore a see-through blouse (with a conservative bra underneath) to work. We (her friends, really) teased her so relentlessly that she rushed home to change.
When my daughter was in her first week of middle school she was “coded” for wearing an “inappropriate” outfit. It was a long shirt – just covering the butt – with leggings. It turned out that the shirt wasn’t long enough. She’s 19 now – college freshman – and a long shirt with leggings is still one of her favorite styles of outfit.

The Closest I Got To This Was In 7th Grade When I Forgot To Chance Out Of My Gym Clothes (Shorts Didn’t Match Dress Code, But I Think The Gym Teachers Had The Rules A Little Bit Less Strict Than The Rest Of The School). My Girl Friends And I Were Scratching Our Heads, Wondering Why Those Rules Were In Place. We Knew That It Was Wrong, And Why It Was Wrong And Probably Wouldn’t Have Done It More Than Once Or Twice A Year (If Those Rules Weren’t In Place, I Can Think Of A Handful Of Girls Who I Graduated With, Who Would Have Done This Everyday It Was Warm Enough To Do It).
I remember 50 years ago or back in 1974 to 1975, a teen girl was wearing one of those mess tops see through, she did have proper covering, I do not think the principal back then talked with her. Oh and me I was not that teen girl, I was proper covered cause if I was not my mom never stand for that to leave the house as she did.
Don’t jump all over me cause I have a bad memory, but is Candace the girl who encouraged the girls to smoke and was possibly sexually abused by her dad?
I remember in HS, a friend (nickname Carrot Stick, which gives an idea), wore a daring blouse like that one, but it had strategic pockets on the front, and she went topless. And nobody noticed. She had to tell us on the way home.
