This is a very old expression at this point. In the Eighteenth Century, unlawful assemblages in England were read a specific quote from legislation, colloquially known as the Riot Act, before being dispersed by police. (I’m just saying.)
Somehow, in the U.S. it became a simple “chewing out”.
