Dogs appreciate the attention.

Most dogs are better people than most people.

I don’t go as far as that, but I usually acknowledge the people that are with the dogs just because “being kind and polite” is a part of me. But my attention goes 98% at the dogs (or cats, or …). :-)

I keep a pocket full of treats for the dogs I come across on my daily walk

How many of us saw the dog first, and then the man in the Viking helmet? :)
