Dogs really do fixate on companionship, their biology drives them that way.
Dogs have a similar set of genes that, when present in humans, cause Williams-Beuren syndrome, a congenital disorder characterized by hyper-social traits such as exceptional gregariousness.
after my min pin passed away in August I got a dachshund named Max, who is a hit on our walks at the park. We have only seen 1 other one. I had someone ask if he can walk very far. We have walked up to 5 miles a day.
My friend had a chihuahua. She made up all kinds of nonsense words as names for her. My fave was ‘Boby’ to rhyme with Toby or Moby. To my grand nieces/nephew I an Uncle Boby. I have to catch myself when petting a strange dog so as not to say “Nice Boby”.

When I pass someone walking a dog, I always greet the dog, not the human. They do appreciate the attention.
