I’ve seen videos from Japan where all the vehicles have stop lights at an intersection and people just cross any which way. No matter how often they get knocked down, they never lose their grip in their phones.
Tsk. Before the advent of smartphones I always walked around with my nose in a book. You can see around a book, enough to avoid most obstacles, as for the rest you glance up from time to time. People should have lessons in reading while walking.
In the last year I was broadsided at a 4way stop by a woman on her phone and almost run off the side of the road while I was pushing a baby in a stroller. I learned never to depend on people stopping at a stop sign, even if they appear to be slowing down. Fortunately for me, she was going slowly. My car (2007 Camry, paid off for years) was totaled but I only bruised and traumatized. When I was walking the baby, I was watching oncoming drivers for slowing/ moving over. The driver was not doing either, so I stopped and moved us further out of the way. As she passed, I could clearly see the phone in front of her face. She was oblivious to the fact she could have killed the baby and me!
The walking lane for people too busy to pay attention should be the same as the driving lane for drivers doing the same: solve so many problems all at once and thin the herd of the least fit for being productive participants in society.

I usually just stand still and wait for them to notice me. If they walk into someone who isn’t moving, it’s their fault.

Start “not seeing” people yourself and letting them run into you. A few bruised elbows and cracked screens later you’ll notice a big reduction.
