Harley wasn’t loitering, he was crawling.Well, until the cop stopped him to talk. Then MAYBE the word “loitering” would apply, but it wasn’t his fault.

So if you’re standing next to a park bench you’re loitering, if you’re sitting on it you’re not, and if you’re lying on it you’re a vagrant?
