Invite the bully, just make sure he behaves. First time he steps out of line send him home.

Ugh! I don’t know what grade these kids are in, but that “invite everyone” stuff needs to stop at like grade 4. Maybe 5. And a kid should never have to have his bully over in his space.
You could have invited him, but just gave the wrong address.
