It took me a moment to realize what this is supposed to be. At first I thought Fred was on a hill, standing on several smaller dogs for some reason.

I think Taffy has a real chance jusging by leg length and stride. Howver, if Purrcia were there, she would outstrip them all.

By size, Fred should win. By leg length—not so much! LOL!
