My oldest lived in a HOA community. The HOA required a stool sample from each of his dogs for ID purposes using DNA. They could then ID dog’s excrement and levy fines.
I think he just grabbed two samples from the local park.
I admit, I live in an HOA community, but for the most part, I have no issues. I’ve lived in apartments where the landlords had far more restrictions. I’ve lived in regular neighborhoods where town government had restrictions (including fining people for leaving dog excrement lying around). I suppose some HOAs let the “power” go to their heads, but ours is pretty laid back, and I gotta say, they work pretty hard to make living here reasonable.

We have an NA (neighborhood association) with voluntary donations and few rules. There are always some people who park their RVs in the driveway or don’t prune their trees.
About ten years ago we bought a house in an HOA near Denver. It was a foreclosure that hadn’t been lived in since April. I moved in late August and two weeks later got my notice that my yard “wasn’t up to community standards”. Really? Nice welcome to the neighborhood. Then even though there wasn’t a tree between the sidewalk and the road, we had to plant one or risk getting a tree planted by them at our (very inflated) expense. It was very obvious there hadn’t been a tree there in years. Plus it had to be on the “approved” list of acceptable trees. Happy days when we sold that house!
I have been told that by far the most calls our HOA gets relate to dogs. I said I would take all of the dog calls and handle them if they would let me have two, since I train my own dogs well and it would be no burden on anyone. That didn’t fly either. I walk through the entire complex pretty much every day at least once and I can easily point out at least one infraction that is obvious at almost every house. It’s kind of a game when I don’t have anyone other than my dog walking with me and we go several miles. I don’t report people.
