I was on a business trip to Anchorage one year. There was a blizzard, a couple feet of snow and below 0 (F) temperatures. I was going to my car and came across a woman and her child walking through the parking lot. I asked if they needed help. No, they were just going to a birthday party at a Chuckie Cheese a couple of blocks away. I drove them there. So, yes, children do attend birthday parties in blizzards.
Being born in New York and having my birthday in April growing up as a kid I’ve had birthdays that were beautiful spring days and then Birthdays when blizzards came through
Cake and ice cream are never out of season. But we may add hot cinnamon candies on top to make it cozier. Mom will add a ‘little’ Peppermint Schnapps to her mug of Cocoa made with whole milk. Twister in puffy snowsuits and Sorels is a different experience.
I’m a Georgia kid well into my adult years now and my birthday is in November. This being Georgia, however, I don’t recall ever experiencing snow on my birthday.

I’ve seen them in 43°C, which I imagine is the same principle in reverse.

My birthday is December 28th so it would be a thing if I lived in the Dakotas.

Instead of a piñata, the kiddos get to pulverize a snowman?
