Before computers a full black panel would be a lot of work to ink. Before computers a full black panel would require a lot of additional printer’s ink on a page. However, on screen black is displayed by not turning LEDs on so it saves power in a blackout.
This one seems to have been done well in advance. California avoided rolling blackouts during last month’s heat wave. Planning, and cooperation among the general populace did the trick.

I still keep an oil lamp in case of power failure. No batteries, will last all night and can be refilled easily.
