Without a comma after “surrender”, it seems that the message is directed to the cops. They have her; they should surrender her.

Arrested for jaywalking… She must’ve gotten distracted by the double yellow line in the road.

I drove by Hollywood High School today and her picture is on the side of a building. She attended there. And so did my dad. :)
