The people at the top, the ones you never see, deemed it to be so. They realized that by making the customer work more, they could cut down the number of employees, thus increasing the profit (the increase, of course, not being shared with said employees). You, in recognition of the extra work you put into your purchase, are rewarded with less product for more money.
I remember several years ago I’d taken some cash from my account to have a little money on hand and then realized that I’d taken too much and my rent check would bounce if I didn’t put some of it back. The branch I was at was one of the smallest branches of the bank I was with at the time and the lobby had closed early, the ATM didn’t take cash (gives you an idea how long ago this was) and my only remaining option was to use the drive through. Since I was on foot I walked up to the drive through box and started trying to get the tellers attention. Even after I got his attention he didn’t want to serve me because I wasn’t in a car, I pointed out to him that the lobby was closed, the ATM didn’t take cash, I had no way of getting to another branch before it closed, and my rent check would bounce if I didn’t get the cash back in the account. He finally agreed to take the money and put it in my account, but he wasn’t happy about it and told me to make sure I was in a vehicle next time I went through a drive through. I left that bank shortly afterward.

Considering the cost of gas at a full service station(when they existed) vs. a self serve…I would choose to pump my own gas every time.
