That’s Cicero’s Cat. In the comic books of my 60s youth Mutt always had the wife and a son (who looked too much like Jeff) named Cicero, and Cicero’s Cat had his own gag strip pages. First time I’ve seen him in the strip.

Yeah. The first two comics in the Sunday paper were Mutt and Jeff and after the fold Cicero’s cat.
